ေရြးေကာက္ပြဲ.. အခြင့္အေရးနဲ႕ ႏိုင္ငံသား - ၁

စကၤာပူ ေရြးေကာက္ပြဲ က်င္းပရမဲ့ အခ်ိန္ကာလတခုကို ေရာက္လာျပန္ပါျပီ။ ျပီးခဲ့တဲ့ ေရြးေကာက္ပြဲေတြမွာ ကိုယ္က ငယ္ေသးေတာ့ အမႈမဲ့ အမွတ္မဲ့ ေနျဖစ္ခဲ့တယ္။ အခု တခ်ိန္မွာေတာ့ ေရြးေကာက္ပြဲက ကိုယ့္တံခါးကို ေခါက္လာတာနဲ႕အမွ် အက်ိဳးအျမတ္ေတြ၊ ေျပာင္းလဲမႈေတြကို ခံစားလာရေတာ့ ဒီတေခါက္ ေရြးေကာက္ပြဲနဲ႕ ပတ္သတ္လို႕ အခ်က္အလက္အခ်ိဳ႕ကို မွတ္တမ္းတင္ျဖစ္တယ္။ 

မုန္႕ဖိုး

ေရြးေကာက္ပြဲ နီးလာတုိင္း လက္ရွိ ပါတီက စကၤပူ ႏိုင္ငံသားေတြကို မုန္႕ဖိုး ေပးေလ့ရွိတယ္။ ကိုယ့္ရဲ႕ ၀င္ေငြ ေပၚမွာ မူတည္ျပီး ၁၀၀ ကေန ၈၀၀ ရတဲ့ ဒီမုန္႕ဖိုးကို ဘာရည္ရြယ္ခ်က္နဲ႕ ေပးတာလဲ ဆိုတာ သိေနေပမဲ့ အလကား ရတယ္ဆိုေတာ့ ေပ်ာ္ၾကတာပါပဲ။ ဒီအတြက္ လက္ရွိပါတီက ၁.၅၅ ဘီလီယံကို သံုးရမွာ ျဖစ္တယ္။ ဒီေငြကို လက္ရွိပါတီရဲ႕ ကိုယ္ပိုင္ေငြထဲက ေပးရတာလား။ ဒါမွမဟုတ္ တိုင္းျပည္ရဲ႕ ႏိုင္ငံေတာ္ပိုင္ ေငြထဲကေပးခြင့္ရွိလား သိပ္ေတာ့ နားမလည္ဘူး။ 

က်န္းမာေရး ဆိုင္ရာ စုေငြ

စကၤာပူႏိုင္ငံသား အသက္ ၄၅ ႏွစ္နဲ႕ အထက္  လူၾကီးေတြအတြက္ကေတာ့ ဒီမုန္႕ဖိုးအျပင္ က်န္းမာေရး ဆိုင္ရာကိစၥေတြမွာ သံုးဖို႕အတြက္ (ကိုယ့္ရဲ႕ ၀င္ေငြေပၚမွာ မူတည္လို႕) အပိုေငြ ၂၀၀ ကေန ၇၀၀ အထိ ရႏိုင္ပါတယ္။ ဒီအတြက္ လက္ရွိ ပီေအပီ ပါတီက ၁.၃ ဘီလီယံကို သံုးမွာျဖစ္တယ္။

စုေငြ

စကၤာပူႏိုင္ငံမွာ ေနထိုင္တဲ့ ႏိုင္ငံသားတိုင္းနဲ႕ အျမဲတမ္း ေနထိုင္ခြင့္ (PR) ကုိ ကိုင္ေဆာင္ထားသူတိုင္းဟာ အစိုးရရဲ႕ CPF လို႕ အမ်ားစု သိထားတဲ့ Central Providing Fund မွာ မစုမေနရ ေငြစုရပါတယ္။ စကၤာပူ ႏိုင္ငံသားေတြနဲ႕ PR သက္တမ္း ၃ ႏွစ္ရွိတဲ့ ႏိုင္ငံျခားသားတိုင္းဟာ ကိုယ့္လစဥ္ ၀င္ေငြရဲ႕ ၂၀ ရာႏႈန္းကို ဒီစုေငြထဲမွာ မျဖစ္မေန စုရပါတယ္။ အလုပ္ရွင္ဘက္ကေတာ့ ၁၅.၅ ရာခုိင္ႏႈန္းကို ထည့္၀င္ရပါတယ္။ ဒီႏွစ္မွာေတာ့ ေရြးေကာက္ပြဲရဲ႕ ေက်းဇူးေၾကာင့္ အလုပ္ရွင္ေတြဘက္က ထည့္၀င္ရမဲ့ ရာႏႈန္းဟာ ၀.၅ ရာႏႈန္း တိုးသြားျပီး ၁၆ ရာႏႈန္း ျဖစ္သြားမွာ ျဖစ္ပါတယ္။ 

တီဗီြနဲ႕ ေရဒီယို လိုင္စင္ေၾကး

ဒီႏွစ္ကစလို႕ တီဗီြနဲ႕ ေရဒီယို လိုင္စင္ေၾကးကို ဖ်က္သိမ္းလိုက္ပါတယ္။ ဒီသတင္းကေတာ့ ႏိုင္ငံသားေတြ၊ PR ေတြသာမက EP, SPass ကိုင္ေဆာင္ထားတဲ့ ႏိုင္ငံျခားသားေတြပါ အက်ိဳးရွိမဲ့ ကိစၥျဖစ္ပါတယ္။ အိမ္ငွား ေနတဲ့ ႏိုင္ငံျခားသား အမ်ားစုက တီဗီြ ၾကည့္သည္ ျဖစ္ေစ၊ မၾကည့္သည္ ျဖစ္ေစ ဒီတီဗီြလိုင္စင္ေၾကး(၁၁၀) ကို ေပးရပါတယ္။ အခု ဒီလိုင္စင္ေၾကးကို ဖ်က္သိမ္းလိုက္ျပီ ျဖစ္တဲ့အတြက္ အိမ္ရွင္ေတြဘက္က ျပန္ေပးရ မွာ ျဖစ္ပါတယ္။ 

၀င္ေငြခြန္

ဒီႏွစ္ေရြးေကာက္ပြဲ အထိမ္းအမွတ္အျဖစ္ ၀င္ေငြခြန္ကို ၂၀ ရာခုိင္ႏႈန္းေလွ်ာ့ေပးရမွာ ျဖစ္ပါတယ္။ အဲဒီ အတြက္ စကၤာပူ အစိုးရက ၅၈၀ မီလီယံကို အသံုးျပဳမယ္ လို႕ ေက်ညာထားပါတယ္။ 

ေနာက္ႏွစ္ကစလို႕ အခြန္ေကာက္တဲ့ ႏႈန္းေတြလဲ ေလ်ာ့က်သြားမွာ ျဖစ္ပါတယ္။ လက္ရွိ ေပၚလစီအရ ၀င္ေငြ ၃ေသာင္း ရွိတဲ့ လူတဦးက ပထမ ၂ ေသာင္းကို ကင္းလြတ္ခြင့္ ရျပီးေနာက္ က်န္တဲ့ ၁ ေသာင္းအတြက္ ၃.၅ ရာႏႈန္း ေပးေဆာင္ရပါတယ္။ ေနာက္ႏွစ္မွာ စတင္ က်င့္သံုးမဲ့ ေပၚလစီအရေတာ့ ၀င္ေငြ ၃ ေသာင္းရတဲ့ လူဟာ ပထမ ၂ ေသာင္းကို ကင္းလြတ္ခြင့္ ရျပီး က်န္တဲ့ ၁ ေသာင္းအတြက္ ၂ ရာႏႈန္းကိုပဲ ေပးေဆာင္ရ ေတာ့မွာ ျဖစ္ပါတယ္။ အလားတူပဲ က်န္တဲ့ ပမာဏေတြ အတြက္လဲ ၁.၅ ရာႏႈန္းကေန ၂ ရာႏႈန္းအထိ ေလ်ာ့က်သြားပါတယ္။ ၀င္ေငြ ၁ သိန္း ၂ ေသာင္း ေက်ာ္သြားတဲ့လူေတြအတြက္ေတာ့ ၀င္ေငြခြန္က ေျပာင္းလဲမႈ မရွိပါဘူး။ ဒီေပၚလစီက အလယ္အလတ္တန္းစား လူေတြအတြက္ ပိုျပီး အက်ိဳးအျမတ္ရွိေစမွာ ျဖစ္ပါတယ္။
